Reuters found it stopped paying dues to the global port data group, cut off Japan's access, saw its European deals go nowhere and now faces 39 lawsuits, with its Wenzhou hub stripped down to bare desks. Naming and shaming the ports that signed up worked better than any sanction could have, but China's transport ministry ordered the system wired into more domestic data in June, so Beijing may simply be rebuilding it at home where Washington has no one left to pressure.
