🇷🇺🇺🇦 Ukraine says Russia has a plan to plunge Kyiv, Kharkiv and Odesa into cold and darkness. An intercepted document shown to European partners lays out a campaign using up to 1,000 missiles, drones and bombs against Ukraine’s power, heating and water systems. The goal is to cut electricity by 90%, slash heating by as much as 90%, and severely disrupt sewage systems in the 3 cities. The plan would unfold in stages: first hitting substations that bring in European electricity, then hydroelectric plants, and finally trying to force Ukraine’s 3 operating nuclear plants offline by striking the switchyards connecting them to the grid. It also calls for attacks on pumping stations and wastewater facilities, something Russia has never done on this scale before. The document can’t be independently verified, but Putin has openly threatened a winter campaign against Ukraine’s energy infrastructure, and strikes have already begun.
