Delcy RodrÃguez arrived today with her oil chief and economy minister in tow, met the heads of the IMF, the World Bank and the Inter-American Development Bank, then sat down with António Guterres. Tomorrow she meets Trump, the first sit-down between the two countries' leaders in more than eleven years. Before January, Venezuela's oil was flowing to China under a government that had seized American companies' fields, and now its hydrocarbons chief is in Manhattan shopping for investment while Exxon negotiates its way back in.
